  • Tax Vox (https://www.taxpolicycenter.org/taxvox): "Congressional commissions generally serve one of two purposes. They either 1) provide political cover for lawmakers who want to achieve a goal but are afraid to act without an external push. Or 2) they are exactly the opposite — an excuse for politicians to duck crucial policy decisions." Recently, we've seen one of each.
