I received a call early in January from a colleague with a common problem. Sam (not his real name) is shorthanded on tax return reviewers and he feels he will not be able to handle the workload this tax season. He asked me for suggestions.

Firms of every size — even one- or two-owner firms — have these problems from time to time. Sam has a 100-person firm, with 10 people in the tax department preparing returns. His two reviewers left in November and December. He usually fills in reviewing returns when tax season gets really busy and now he feels he will be stuck working around the clock to make up for the two people who left.

I went over his staffing with him and it seems the two reviewers left to go to other firms at much higher salaries. His major concern is how he will get through tax season. There is a secondary issue about his salary, hiring and training policies and a tertiary issue about the relationship between the partners. I will leave that for another time and just deal with his current crisis.

It turns out that the two reviewers were hired out of school and Sam trained them. Of the 10 preparers, four were hired out of school and have one, two, three and four years of experience. The other six are experienced older people who primarily work as lone rangers, i.e., they work by themselves and get their work done, but do not train or bring up anyone. They are highly paid and have stagnated at what they are doing, but do it well and need almost no supervision.

Basically the two reviewers who left were reviewing the four lower-level staff in detail and performed cursory reviews of the six “pros.” Right now this is a triage situation, and Sam has to do the best he can with what he has. It is unlikely that an experienced reviewer will walk into his office looking for a job.

Here is what I suggested he do:

  • Have the six pros look over each other’s returns. I know they work alone, but this is an emergency situation and they need to step up and extend themselves.
  • When Sam gets those completed returns to sign, he should look at any returns where there is a large overpayment, or where a client has to make a relatively large payment, and pass on the rest maybe after a one-minute look.
  • Any client with a “surprise” result or a large balance due should be called by Sam.
  • Sam should also look for any tax issues that were missed or planning opportunities. After all, he is performing a professional service.
  • The calls will add time for Sam, but when a client sees their return with a strange result they will be calling him. Sam’s calls head off the clients’ calls, and Sam could make the call on his schedule and not have to take the call at the client’s schedule. I suggested Sam make the calls between 8 and 9 p.m.
  • I have another request for the pros: They would need to write a brief note or memo explaining the reasons for the “surprise” result. This way when Sam gets the return, he will already have a heads up before he even looks at the return.
  • The four preparers should review each other’s input. How they do it will be based on the established methods at Sam’s firm. I am not suggesting any changes, but the peer preparers, as I call them, should do one extra step: They should look at the tax comparison sheets from the tax software and find explanations for any differences over a certain amount or range. This way, they will either find errors that can be corrected, or will have an explanation for Sam when he gets the return.
  • Regardless of the added stress and handling, none of the reviewers should fix any errors. The preparers must fix all of their errors. This will relieve the reviewers of this, although they will have to make notes about the errors, and will need to review the changes. Having the preparers fix their own errors will “teach” them what they did wrong and hopefully they will not repeat it. I also suggest collecting the error notes and periodically looking them over to see the types of errors and how many were the result of continuing carelessness.
  • Sam should then follow the same procedures as he did with the pros’ returns. Comment: The real value added would be with finding missed issues and future planning opportunities. This would take much less time with the pros’ returns and much more with the lesser experienced staff — but that is what Sam’s primary role should be.

The above might sound complicated and convoluted, particularly since you aren’t in Sam’s position, so you might have read through this quickly. However, you’ve read this far, so I am going to give you a tip and a bonus. The tip is to re-read these steps and try to figure out what is wrong with them, or what won’t work if you tried it. If you can’t find anything wrong, then why not adopt these procedures for yourself? The bonus is that I believe this is a totally logical and thorough method of assuring the quality of your clients’ returns.
