An organization of Irish accountants has signed an agreement with a Russian accounting organization, to provide education, training, examination, an online certificate in financial reporting and an array of other areas.
The Institute of Certified Public Accountants in Ireland (CPA Ireland) and the Association of Eurasian Institute of Certified Public Accountants (EICPA) as represented by its member, the Institute of Certified Public Accountants in Russia (CPA Russia), announced the signing of a memorandum of understanding between the two institutions and EICPA association members in Russia, Kazakhstan, Kirgizstan, Belarus and other countries.
Under the terms of the deal, the parties agreed to cooperate and assist each other across a range of areas including education, training, examination, accounting, auditing, ethics and member body development.
The parties have also agreed to cooperate and assist each other on matters pertaining to small and medium enterprises and small and medium accounting practices and on education in International Public Sector Accounting Standards, or IPSAS.
The agreement includes a partnership to deliver the online CPA Ireland Certificate in IPSAS Financial Reporting to public sector accountants in Russia, thereby helping in the delivery of strong public financial management in the country.

This new and exciting partnership between CPA Ireland and CPA Russia PO will help ensure that strengthened public financial management is delivered within Russia”
Speaking at the signing of the memorandum of understanding, CPA Russia vice president Vladimir Zharinov said, “We are delighted that CPA Ireland and EICPA/CPA Russia signed this MoU that sets out the basis for a future co-operative relationship. The MoU has been created to reflect the interests of both parties, which are unified in their commitment to serve the public interest through enhanced public financial management. The IPSAS certificate programme is the great CPD opportunity for EICPA members to study IPSAS and be on the cutting edge of public interest and accountancy profession.”
The CPA online Certificate in IPSAS Financial Reporting TM consists of nine modules, with an assessment for each module, and an overall assessment. The course takes approximately 70 hours to complete, and on completion graduates are issued with the CPA Certificate in IPSAS Financial Reporting. The certificate is available at
